When a shipyard recieves a design from a design firm it it crucial that they complete a thorough design check before bidding on the job. The design check entails a detailed lightship weight estimate. If the yard is familiar with the vessel type then they will be able to build on past experience and the design check will go rather quickly. If the yard has little experience with a particular vessel type then the process may be a little more involved. From these estimates the shipyard can determine a material cost, as well as a man hour cost.
